Chi lavora ogni giorno nella trasformazione delle carni e del pesce lo sa bene: la qualità non è solo una promessa, è un impegno quotidiano fatto di scelte, competenze e responsabilità. Macellai, operatori ittici, norcini, artigiani della trasformazione, spesso formati nella nostra Academy, rappresentano un presidio fondamentale del territorio. Nei ristoranti, nelle botteghe, nei reparti specializzati della distribuzione, danno vita a produzioni autentiche, spesso a filiera corta o a chilometro zero. Oggi, con l’approvazione del nuovo disegno di legge A.C. 2721 del 7 aprile 2026, questo impegno trova finalmente un alleato normativo forte.

La finalità del provvedimento è chiara: rafforzare la tutela dei prodotti agroalimentari italiani, introducendo regole più precise, sanzioni più incisive e controlli più efficaci. Per chi opera correttamente, significa una cosa sola – meno concorrenza sleale e più riconoscimento del valore reale del prodotto.
Sul fronte delle frodi, la riforma introduce due nuovi reati: la frode alimentare e il commercio di alimenti con segni mendaci. Non si tratta di mere norme tecniche. Queste disposizioni colpiscono direttamente chi altera, falsifica o comunica in modo ingannevole origine, qualità e caratteristiche dei prodotti. Vengono inoltre inasprite le pene per la contraffazione di DOP e IGP, con aggravanti e attenuanti specifiche calibrate sul peso delle violazioni. Il messaggio è netto: chi inganna il consumatore non avrà più spazio.
Sanzioni più severe, responsabilità concrete
Il nuovo impianto sanzionatorio è decisamente più incisivo rispetto al passato. Le sanzioni penali e amministrative vengono rafforzate, con multe che potranno essere proporzionate al fatturato dell’impresa. Si aggiungono la confisca obbligatoria dei beni, la possibilità di chiusura temporanea o definitiva dell’attività, l’interdizione dall’esercizio e l’accesso limitato ai finanziamenti pubblici. L’errore – o peggio, la scorrettezza – non è più sostenibile né economicamente né professionalmente.
Controlli più forti, filiere più trasparenti
La legge interviene con decisione anche sul fronte dei controlli e della tracciabilità. Le autorità competenti ottengono maggiori poteri, tra cui la possibilità di ispezioni senza preavviso. Viene introdotto un contrassegno specifico per i prodotti DOP e IGP, istituito un piano nazionale dei controlli agroalimentari e creato un registro unico per il latte di bufala. Il settore lattiero-caseario, in particolare, sarà soggetto a verifiche più stringenti.
Per chi lavora in filiera corta, tutto questo rappresenta un vantaggio concreto: trasparenza e tracciabilità diventano strumenti di valorizzazione, non un peso burocratico. Cambiano anche le procedure operative: i prodotti sequestrati potranno essere destinati a fini benefici, vengono introdotte nuove regole per campionamenti e accertamenti e si amplia l’uso di strumenti investigativi nei reati agroalimentari. Nasce inoltre una cabina di regia per i controlli, pensata per rendere l’intero sistema più efficiente e coerente.
Una riforma di sistema
L’ampiezza della riforma è notevole. Nuove sanzioni riguardano etichettatura, indicazione di origine e pratiche commerciali scorrette. Si interviene anche su PAC, pesca e produzioni agricole, aggiornando le normative in linea con il diritto europeo. Ogni anello della filiera è chiamato a un livello più alto di responsabilità.
Per chi produce salumi tradizionali, lavorazioni suine o trasformati ittici artigianali, questa legge non è un ostacolo: è una svolta. Significa lavorare in un mercato più giusto, vedere riconosciuta la qualità reale, distinguersi da chi improvvisa o imita, e rafforzare la fiducia del consumatore. Chi opera con metodo, conoscenza e rispetto della materia prima è già allineato a questo nuovo scenario.

Butchers, fish operators, butchers, processing artisans – often trained in our Academy – represent a fundamental garrison of the territory. In restaurants, shops, and specialized distribution departments, they give life to authentic productions, often with a short supply chain or zero kilometer. Today, with the approval of the new bill A.C. 2721 of 7 April 2026, this commitment finally finds a strong regulatory ally.
A law that defends those who work well
The purpose of the measure is clear: to strengthen the protection of Italian agri-food products, introducing more precise rules, more incisive sanctions and more effective controls. For those who operate correctly, it means only one thing – less unfair competition and more recognition of the real value of the product.
On the fraud front, the reform introduces two new crimes: food fraud and trade in food with false signs. These are not mere technical standards. These provisions directly affect anyone who alters, falsifies or miscommunicates the origin, quality and characteristics of products. The penalties for the counterfeiting of PDO and PGI are also increased, with specific aggravating and mitigating factors calibrated on the weight of the violations. The message is clear: those who deceive the consumer will no longer have space.
Tougher penalties, concrete responsibilities
The new sanctioning system is decidedly more incisive than in the past. Criminal and administrative sanctions are strengthened, with fines that may be proportionate to the company’s turnover. In addition, there is the mandatory confiscation of assets, the possibility of temporary or permanent closure of the activity, the prohibition from exercising and limited access to public funding. The error – or worse, the impropriety – is no longer sustainable either economically or professionally.
Stronger controls, more transparent supply chains
The law also intervenes decisively on the front of controls and traceability. Competent authorities are given more powers, including the possibility of unannounced inspections. A specific mark is introduced for PDO and PGI products, a national plan of agri-food controls is established and a single register for buffalo milk is created. The dairy sector, in particular, will be subject to more stringent scrutiny.
For those who work in short supply chains, all this represents a concrete advantage: transparency and traceability become tools for enhancement, not a bureaucratic burden. The operating procedures also change: the seized products can be used for charitable purposes, new rules for sampling and investigations are introduced and the use of investigative tools in agri-food crimes is expanded. A control room for controls is also created, designed to make the entire system more efficient and coherent.
A systemic reform
The breadth of the reform is remarkable. New sanctions concern labelling, indication of origin and unfair commercial practices. Action is also taken on the CAP, fisheries and agricultural production, updating the regulations in line with European law. Each link in the supply chain is called to a higher level of responsibility.
For those who produce traditional cured meats, pork processing or artisanal fish processing, this law is not an obstacle: it is a turning point. It means working in a fairer market, seeing real quality recognized, standing out from those who improvise or imitate, and strengthening consumer confidence.
